To keep order, militia companies (schutterijen) were formed made up largely of master craftsmen, shopkeepers, and trades dealers, officered in the higher ranks by leading, wealthy citizens. The poor were excluded because members had to buy their own outfits and contribute funds to help defray the militias’ costs, which included food and drink. Members of the militias patrolled town streets, walls, and gates, and the groups also served as fraternal social organizations. Well-armed and highly disciplined, these civic guards supplied the military muscle to match municipal economic power, and so their support was sought by rulers and would-be rulers at regional and, later, national levels.
In time, the success won by guildsmen in the cities of Flanders in forcing patricians to share and, in places, even surrender civic power spread north. By the 14th century, craft guilds were demanding the right to participate in government in every town in the Netherlands, and, by century’s end, they had won that right in varying degrees everywhere.
